The "China Overseas Security Risk Blue Book (2020)" was released in Beijing.

On the afternoon of January 9, 2020, the National Security Research Institute of Renmin University of China and China Ocean Security (Beijing) Consulting Co., Ltd. jointly released the "China Overseas Security Risk Blue Book (2020)" (hereinafter referred to as: 2020 Blue Book) in Beijing.
Professor Liu Yuanchun, Vice President of Renmin University of China, Mr. Jiang Zengwei, former Vice Minister of the Ministry of Commerce, Professor Yu Hongjun, former Vice Minister of the International Liaison Department, and Professor Yang Guangbin, Dean of the School of International Relations at Renmin University of China attended and delivered speeches. Professor Chen Yue, Director of the National Security Research Institute of Renmin University of China, hosted the press conference.





The National Security Research Institute of Renmin University of China attaches great importance to the research on China's overseas security and overseas interests, and the research work has received active support from China Ocean Security (Beijing) Consulting Co., Ltd. The two parties have cooperated to establish the China Overseas Security Research Institute, a new think tank dedicated to the study of China's overseas security risks. The "China Overseas Security Risk Blue Book (2020)" was organized by the National Security Research Institute of Renmin University of China and compiled by the China Overseas Security Research Institute.

In April 2017, February 2018, and January 2019, the National Security Research Institute of Renmin University of China successively released the "China Overseas Security Risk Blue Book (2017)", "China Overseas Security Risk Blue Book (2018)", and "China Overseas Security Risk Blue Book (2019)", predicting the security situation in various countries and regions around the world.
The annual series report of the "China Overseas Security Risk Blue Book" has been validated in reality through the predictive analysis of some major situations and issues, receiving high recognition from many government departments, enterprises, and research institutions concerned with overseas security. On this basis, the National Security Research Institute of Renmin University of China actively prepared and meticulously organized the release of the "China Overseas Security Risk Blue Book (2020)".
The 2020 Blue Book is divided into three main parts and five chapters. The first part includes Chapter 1 and Chapter 2, systematically reviewing the global security situation in 2019 and sorting out the alignment between the predictions made in the "China Overseas Security Risk Blue Book (2019)" and the actual verification.
The second part includes Chapter 3 and Chapter 4, systematically introducing big data and model quantitative prediction research methods, showcasing the research process, disclosing the final scores of the "Comprehensive Security Prediction Index of Countries Worldwide", and further interpreting the prediction results.
The third part is Chapter 5, which, while actively referring to the results of quantitative prediction research, relies on the intellectual resources of the expert committee of the National Security Research Institute of Renmin University of China, using a combination of macro judgment and qualitative analysis research methods to comprehensively forecast the overseas security risks for China in 2020 by analyzing hot issues.

According to Associate Professor Qi Kai, the project leader of the "China Overseas Security Risk Blue Book (2020)", the 2020 Blue Book innovatively developed the research on the "Comprehensive Security Prediction Index of Countries Worldwide" based on the fundamental goal of measuring the security risks of various countries and regions abroad and protecting China's overseas security and interests. This index is derived from a model trained on 11 indicators covering military, social, and economic aspects. The 2020 Blue Book further refined the comprehensive security risk prediction rating results for various countries and regions in 2020, displaying the final specific scores for 167 evaluated countries or regions, and categorizing them into four levels: "extremely high, high, medium, and low" based on score ranges.
The expert committee of the National Security Research Institute of Renmin University of China pointed out in the 2020 Blue Book that looking back at 2019, China's overseas investment showed healthy and orderly development, but risks and threats affecting the protection of overseas interests still exist. Looking ahead to 2020, the international order is facing changes, and the international security situation is complex. The confrontation and even rigidity of China-U.S. economic and trade relations, the anti-China sentiment in neighboring countries, and the deteriorating security situation and political turmoil in other regions all pose challenges to the protection of China's overseas interests.

After the release of the Blue Book, two high-end forums were held around the theme of "China's Overseas Security and Interest Protection". The first forum, themed "2020 International Security Situation Outlook", was hosted by Professor Dai Changzheng, Dean of the School of International Relations at the University of International Business and Economics. General Tang Yongsheng, Deputy Dean of the National Security College of the National Defense University, Researcher Li Xiangyang, Dean of the Institute of Asia-Pacific and Global Strategy at the Chinese Academy of Social Sciences, Professor Wu Zhicheng, Deputy Dean of the International Strategy Institute at the Party School of the Central Committee of the Communist Party of China, Professor Chen Qi, Director of the Center for U.S.-China Relations at Tsinghua University, and Professor Xu Qinhua, Deputy Dean of the National Development and Strategic Research Institute at Renmin University of China participated in the discussion.

The second forum, themed "Challenges and Responses to the Overseas Security of Chinese Enterprises", was hosted by Mr. Zhang Jun, Deputy Director of the International Department of China National Petroleum Corporation. Ms. Wang Wenjuan, Deputy Director of the International Cooperation Department of China Huaneng Group Co., Ltd., Mr. Shi Wei, Deputy General Manager of the Security Department of the Industrial and Commercial Bank of China, Mr. Hu Wen, Director of the Safety Management Department of China Energy Engineering Group Gezhouba Co., Ltd., Mr. Xu Dieyang, Business Manager of the International Cooperation Department of Sinopec, and Mr. Fang Guangming, Director of the Overseas Office of the China Overseas Security Research Institute, among other representatives from the business community, participated in the discussion.

After the seminar, Mr. Shi Zhonghua, Chairman of China Ocean Security (Beijing) Consulting Co., Ltd. and Co-Director of the China Overseas Security Research Institute, delivered a closing speech.

More than a hundred experts and scholars from the National Security Research Institute of Renmin University of China, other relevant research institutions, and representatives from government departments, state-owned enterprises, and private enterprises attended the press conference and high-end forums, and warmly congratulated the successful holding of the press conference and forums.
