On November 26, 2019, the "New Security Pattern · Seizing New Opportunities" Overseas Security Service Theme Forum, hosted by the Beijing Security Association and co-organized by the Overseas Security Service Professional Committee of the Beijing Security Association and the China Overseas Security Research Institute, was held at the Century Hall of Renmin University. Gu Yan, a researcher from the Third Bureau of the Ministry of Public Security, Li Ping from the Office of the China Security Association, Zhang Lin, Secretary-General of the Beijing Security Association and Executive Deputy Director of the Overseas Security Service Professional Committee, attended and delivered speeches. Shi Zhonghua, Director of the China Overseas Security Research Institute, spoke on behalf of the co-organizing unit.

Experts, scholars, and representatives from many central enterprises and universities, including Guo Lizhi from the Office of the China Security Association, Wang Wenzhu from the Beijing Municipal Public Security Bureau, Cui Shoujun, Deputy Dean of the International Organization School of Renmin University, Zhao Xingtao, Associate Professor of the China University of Political Science and Law, Zhang Jun, Deputy General Manager of the International Department of China National Petroleum Corporation, Wan Jun, General Manager of the Quality, Safety, and Environmental Protection Department of the Overseas Business Department of China Electric Power Construction Group, Zhu Xiaoru, Director of China Electric Power Construction International Marine Investment Company, Ren Ji, Director of the Security Planning Management Department of the Industrial and Commercial Bank of China, Xu Dieyang, Supervisor of the Public Security Department of Sinopec, Wang Jinsong, Deputy Director of the China Overseas Security Research Institute, and Zhou Rong, former Chief Correspondent of Guangming Daily in South Asia/former Chief Correspondent of Wenhui Daily in the Middle East, spoke at the forum. A total of more than 120 members of the Overseas Security Service Professional Committee of the Beijing Security Association participated in the forum. The forum was hosted by He Gang, Deputy Secretary-General of the Beijing Security Association and Deputy Director of the Security Inspection Service Professional Committee.
This theme forum is part of the Beijing Security Association's "New Security Pattern · Seizing New Opportunities" series of concluding summary meetings at the end of 2019, focusing on the construction of a "full-process security guarantee system" for overseas security services. The China Overseas Security Research Institute shared the "Research on the Construction of Overseas Security Guarantee Systems," elaborating on the "three-in-one" construction theory; Professor Cui Shoujun, Teacher Zhou Rong, and Deputy General Manager Zhang Jun shared their views and experiences on overseas security risk identification, management, and response; Wu Xueyan, as a corporate representative, shared the achievements and challenges faced in overseas security services. Participating units greatly benefited from the sharing of experts, scholars, and representatives.

The second phase of the forum conducted face-to-face exchanges in the form of a discussion salon on the theme of "Overseas Security Management Practices of 'Going Global' Enterprises," inviting management departments from central enterprises that have 'gone global'—Industrial and Commercial Bank of China, China Electric Power Construction, and Sinopec, representatives from 'going global' security companies, as well as Associate Professor Zhao Xingtao from the China University of Political Science and Law to participate in the exchange and discussion. This allowed everyone to understand what kind of security services enterprises need overseas, let enterprises understand the achievements and challenges faced by security companies in the process of going global, and experts and professors provided comprehensive comments on security prevention technologies and systems. This exchange practically helped us gain more understanding and improve our service capabilities and professional skills in security services.

This theme event was rich and compact in content, with smooth connections between segments. Through a series of activities such as achievement exhibitions, thematic dialogues, and experience exchanges, it provided a platform for security companies to broaden their horizons, expand their thinking, communicate with each other, and strengthen cooperation, receiving high praise from leaders of the Ministry of Public Security and the municipal bureau, as well as unanimous acclaim from participants, achieving the expected effect of learning and exchange. Zhou Rong, former Chief Correspondent of Guangming Daily, expressed deep feelings, saying: "This forum connected experts and scholars, parties A and B, upstream enterprises and end customers together, well-planned, well-selected, well-organized, and of high quality. It is very down-to-earth and one of the most valuable, exciting, and successful forums I have attended in nearly thirty years!"
The China Overseas Security Research Institute was jointly established by Zhonghai An (Beijing) Consulting Co., Ltd. and the National Security Research Institute of Renmin University of China. It is a professional think tank dedicated to researching China's overseas security risks. Together with Century Zhongbao, it serves as two important components of the "three-in-one" comprehensive security system construction theory of Zhonghai An. This forum activity not only broadened the thinking of Century Zhongbao in going global and opening up the overseas security market but also demonstrated the comprehensiveness and advancement of the "three-in-one" construction theory, allowing the China Overseas Security Research Institute, Zhonghai An (Beijing) Consulting Co., Ltd., and Century Zhongbao (Beijing) Security Service Co., Ltd. to form a large cycle of production, learning, research, and application, jointly creating security experts for Chinese enterprises.
