Emergency Response Plan One:
Emergency Response to Theft and Robbery
1. Security personnel encountering (or receiving reports of) the public use of violence or other means (such as hitting, smashing, robbing, stealing, etc.) that endanger or threaten the safety of the unit or the public's life and property must earnestly fulfill their duties and swiftly stop the crime.
2. In the event of an emergency, remain calm, attempt to subdue the criminal, and immediately call for assistance using communication devices. Report to superiors in a timely manner.
3. Security personnel must rush to the scene upon hearing a distress signal.
4. If the suspect escapes and cannot be caught immediately, observe the number of individuals, their clothing, appearance, physical characteristics, and the type of transportation used.
5. If there is a crime scene (including theft or robbery), protect the scene. Before the police arrive, no one may move anything, including any traces left by the criminal, such as fingerprints, footprints, cigarette butts, etc. No outsiders should be allowed to enter the scene; security personnel must not leave until the police have investigated the scene or the investigation is complete.
6. Record all information provided by the user, document the stolen items and their value, and inquire if the residents have any clues.
7. If the crime occurred during transit and there is no fixed location, properly preserve any items left by the suspect, including tools used in the crime, and hand them over to the public security authorities. Do not leave fingerprints or other traces from security personnel or others on the items.
8. If there are injuries, immediately arrange for transportation to the hospital for emergency treatment and report to the superior unit.

1. During duty (or upon complaints from residents) or notification from the monitoring center, if a quarrel or fight is discovered, it must be stopped in a timely manner.
Reminder: The principles for stopping quarrels and fights are:
(1) Persuade both parties to stop fighting and arguing.
(2) For the parties involved in the quarrel or fight, persuade them to leave the scene.
(3) If one party is armed, first stop the armed individual.
(4) If there are injured persons, prioritize sending them to the hospital for treatment.
2. Quickly report to superiors, who will mediate; if personal strength is insufficient, request reinforcements.

Emergency Response Plan Three:
Discovery of a Drunken Person Causing Disturbance or a Mentally Ill Person
1. Drunken individuals or mentally ill persons may lose their normal judgment and be in a state of uncontrollability, which can easily cause harm to themselves or others. Security personnel should take control and supervision measures in a timely manner.
2. Notify the family of the drunken person or mentally ill person promptly, so they can send someone to take them home.
3. If the drunken person or mentally ill person poses a threat to public order or harms others, report it to superiors immediately.

Handling of Explosives and Other Dangerous Items
1. If security personnel discover or receive reports of suspicious items, they must immediately report to the supervising leader and relevant departments, and stay at the scene to prevent anyone from further contacting the suspicious item.
2. The supervising leader should immediately organize personnel to rush to the scene, gather information from relevant individuals, and if the suspicious item is preliminarily confirmed to be dangerous, evacuate nearby personnel and set up a temporary cordon; no one may enter without permission.
3. Immediately report to the public security authorities and inform company leadership.
4. Conduct a thorough search of the nearby area to eliminate potential hazards.
5. After the police arrive at the scene, assist them in eliminating the danger of explosives and conducting investigations.
6. If danger has already occurred, security personnel must rush to the scene to assist in rescue operations, stabilize personnel's emotions, protect the scene, and arrange for the evacuation of personnel.
Emergency Response Plan Five:
Report of a Criminal Case
1. Security personnel must first clarify the reporting unit and the name of the reporter, and require all present not to use any items at the scene, ensuring proper scene protection.
2. Report the situation of the case to the supervising leader and relevant departments.
3. Upon arriving at the scene, security personnel should protect the scene, dissuade and evacuate onlookers, observe the scene and surrounding individuals, and keep mental notes.
4. For scenes of body burning or item burning, quickly organize personnel to extinguish the fire and protect the scene as much as possible.
5. Gather information from the involved parties and relevant individuals at the scene.
6. Report to the public security authorities and wait for the police car to arrive at the scene.
7. When reporting to the public security authorities, also report the injuries of the injured individuals and, if necessary, send them to the hospital for treatment.

1. After the monitoring center receives the alarm, security personnel should be dispatched to the scene immediately.
2. If a crime is confirmed, call '110' to report and stay at the scene until the police arrive.
3. No personnel are allowed to touch any items before the police arrive at the scene.
4. If necessary, instruct to close the entrance gate and advise owners and visitors to pause entry and exit to prevent thieves from escaping.
5. When the police arrive, clearly note the rank, badge number, and case number of the investigating officer for future reference.

Handling of false alarms and misoperations of anti-theft and alarm systems
1. Upon receiving an alarm signal, the monitoring center should quickly notify the nearest patrolling security personnel to confirm.
2. The dispatched security personnel should quickly go to the reporting owner's home to check the situation while communicating with the supervising leader via walkie-talkie.
3. If it is confirmed to be a false alarm or misoperation, the supervising leader should explain the correct usage of the smart facilities to the owner to prevent similar situations in the future.
Emergency Response Plan Nine:
Emergency handling of gas and flammable gas leaks
1. Upon receiving a report of suspected flammable gas leakage, immediately notify the supervising leader and rush to the scene to check.
2. After arriving at the scene, proceed with caution; do not turn on lights, fans, or any electrical switches after entering; immediately open all windows and doors, and turn off gas or petroleum gas switches. Smoking is strictly prohibited on site.
3. Notify everyone to leave the scene, and relevant personnel should arrive to inspect and advise onlookers to evacuate.
4. If any injured or unwell individuals are found, handle them carefully and wait for medical personnel or police to arrive.
5. Security personnel should remain vigilant during regular patrols; if they encounter unusual gas odors, they should handle it with caution. They should understand the location and operation methods of the gas and petroleum gas main switches.
6. Record detailed information and submit it to the supervising leader as soon as possible.
Emergency Response Plan Ten:
Fire emergency handling
1. Upon receiving or discovering a fire alarm, immediately report to the superior leader. Depending on the size of the fire, call the fire department.
2. The security supervisor should immediately go to the scene to command firefighting and rescue operations after receiving the fire alarm notification.
3. Assign a team leader to assist in managing the safe evacuation of residents in the building.
4. The fire department and monitoring center should immediately notify relevant personnel to gather and stand by at the command center.
5. Security personnel in the lobby should immediately control the entrances and exits, allowing only people to exit, not enter.
6. Activate the emergency broadcast to inform residents that a fire has occurred in a certain location, instructing them not to panic, take their room keys, lock the doors, and evacuate in an orderly manner.
7. Notify the engineering department to cut off power to the transformer room and activate the backup fire power supply.
8. Notify the air conditioning room to turn off the air conditioning system and activate smoke exhaust systems and other fire emergency equipment.
9. Notify the pump room to be ready to start the pressurized water pump at any time.
10. Cooperate with the fire department upon their arrival.
